Honorable Interim Mayor and President of the Council Todd Gloria:
On October 2, 2013, the University Heights Community Development Corporation (UHCDC) Board of Directors unanimously approved a Resolution regarding “Establishment of Official Boundaries for the University Heights Neighborhood”
The UHCDC believes an error was made during the last update, (in the 80’s) to the Greater North Park and Uptown Community Plans. We request that the boundaries be corrected in the updated Greater North Park and Uptown Community Plans.

REGARDING ESTABLISHMENT OF OFFICIAL BOUNDARIES
FOR THE UNIVERSITY HEIGHTS NEIGHBORHOOD

The University Heights Community Development Corporation (UHCDC) requests that the boundaries for the University Heights Neighborhood in the updated Greater North Park and Uptown Community Plans be consistent with those found in the San Diego County Assessor’s maps.
WHEREAS: The “traditional” boundaries of the University Heights Subdivisions established in 1888 and defined as 1-163 in the west, I-8 in the north, Lincoln in the south, and Boundary Street in the east should be consistent with the County of San Diego’s Assessor’s Index Map Books 438, 444, 445, and 446;
WHEREAS: Property Deeds and tax bills for the property owners in the areas east of Texas Street to Boundary Street and north of Lincoln all state the parcels are located in the University Heights subdivisions;
WHEREAS: The UHCDC has been an advocate for the University Heights neighborhood since its inception in 1985 and its service areas are consistent with the ones defined by the County of San Diego’s Assessors Maps;
WHEREAS: While an error in defining the boundaries occurred in 1984 during the update of the Greater North Park and Uptown Community Plans, the UHCDC recognizes the time is right to correct that error;
WHEREAS: Community Associations as private organizations are empowered to create boundaries that best serve their organization and their membership they want to attract, the UHCDC supports and appreciates the work that the University Heights Community Association (UHCA) has done and continues to do so in enhancing the area within its chosen boundaries;
WHEREAS: The UHCA’s by-laws affirm that the neighborhood of University Heights is much bigger than the association’s borders as stated in Section 2 of their Bylaws and included below:
“Notwithstanding any contrary designations on title records or plat (sic) maps, for purposes of the University Heights Community Association, the boundaries of University Heights are those described in the original by-laws of UHCA in 1985, as follows: Route 163 to the West, Texas Street to the East, the South rim of Mission Valley to the North, and Lincoln Ave to the South (including Pasco Lane and Vermont Street to the south end of the Vermont Street Bridge).”
WHEREAS: University Heights has traditionally been considered to be a distinct and definable neighborhood in the written description and the maps in both the Uptown Plan: pages 100 thru 103 and North Park Plan Page 158 and Figure 22, the UHCDC appreciates the fact that the UHCA in its bylaws affirm that the University Heights neighborhood is greater than its declared service boundaries;
WHEREAS: The UHCDC believes that recognizing the “traditional” boundaries in the updated North Park and Uptown Community Plans will restore consistency with the San Diego County Assessor’s map;
BE IT RESOLVED THEN: The UHCDC requests Interim Mayor of San Diego Todd Gloria; San Diego County Assessor Ernest J. Dronenburg, Jr; Bill Fulton Director of Planning and Tommy Tomlinson, Interim Director of Development Services, to re-establish the official and traditional boundaries of the 1888 University Heights Subdivisions as defined by the County of San Diego’s Assessor’s Index Map Books 438, 444, 445, and 446: I-163 in the west, I-8 in the north, Lincoln Ave in the south and Boundary Street in the east.
